Apologies for reviving an old thread, but here's a nice fix from JD of 
heroku:

"We do support git submodules but your app doesn't have a .gitmodules file 
at your project root, so your submodule does not work as expected. You'll 
need to add+commit your .gitmodules file (or create one) for this to work 
directly:

http://book.git-scm.com/5_submodules.html

Alternately, you could delete this folder and re-add the gem as normal 
files instead of a submodule."
