Do you mean Heroku Postgres or the shared database addon?  

Heroku Postgres will let you download a snapshot from the UI or connect
directly with your choice of clients (e.g. psql).

The shared database addon is not intended for production applications,
but you should be able to get your data out with the taps gem.

Alternatively, the new shared database product is in public beta. If
you're willing to trust your data to the beta service, you might want to
give that a shot. It supports ingress connections and exports natively,
like the dedicated Heroku Postgres service.
