Labs itself is fairly new and hasn't yet been widely publicized. As far as release timeline, we're in the process of an incremental rollout. The nodejs-versions feature is on by default for all new apps and you can flag any existing apps by hand. We'll be rolling out the feature to existing apps slowly over the next few weeks.
