Heroku.bat giving ‘The system cannot find the path specified’ on
Windows Vista 64-bit

This seems to be an issue in heroku.bat which happens on (some
installations of?) Windows Vista 64-bit.
I have described the issue and a possible fix on my blog:

I just wanted to alert the Heroku community to this issue so it may be
fixed. In the meanwhile users can either patch Heroku themselves or
use a workaround, both of which I have described on my blog.
