Hi, I just had the same issue, without changing anything on my dependencies.yml file. It is a blocker for my development :-( I do not think if it's Heroku-related or some issue in the contributed module servers which mess with Play! versions. Hope it will be fixed soon. I filled a ticket in Heroku support.
