I just downloaded the latest Heroku toolbelt from 
https://toolbelt.heroku.com/ for Windows. I am running a brand-new Windows 
7 x64 Home Premium. I did the custom install without Git because I already 
have Git installed.

At the command line, I get "The system cannot find the path specified" when 
I type "heroku". 

I looked in C:\Program Files (x86)\Heroku\bin\heroku.bat, where there are 
references to set HerokuRubyPath=%ProgramFiles(x86)%\ruby-1.9.3
I checked in my C:\ drive, and the only folder that exists is  C:\Program 
Files (x86)\ ruby-1.9.2

I changed the lines in heroku.bat to say ruby-1.9.2, and all works. I'm 
pretty sure this is a bug on your end, either not including the Ruby 
version you intended to, or some other error.
