Hi Josh, Based on the description of your issue it sounds like you've gone over-limit on your `dev` database and kept it there for more than a week. We send out warning emails at 7,000 rows and again when you go over limit at 10,000 but it's possible that you didn't receive them. You can check the state of your database with `heroku pg:info`. If that's the case, I recommend either removing some rows or moving to a `basic` plan. If that's not the case, you might also check your DATABASE_URL to ensure it matches your HEROKU_POSTGRESQL_<COLOR>_URL.
