In a typical app, the Web server/Heroku service is only serving 1 document per page load. The static assets are probably coming from a CDN like Cloudfront or Fastly. Even if static assets are coming from the app[1], another 200-300 ms of RTT shouldn't make it "very slow," just not instant.
