The 'shortage' is due to lack of demand for insulation products in California, the temperate zone as it is. Even out in the black rock desert of Nevada, the summers are not that extreme, at least not enough to warrant R-15 level insulation - IMHO. So maybe it's peculiar that hexayurts are so popular at burning man from that perspective.
But once you're out there, it doesn't take long to appreciate having a solid structure that is sealed against the dust storms AND has a radiant barrier permitting sleep until noon. Very important if you have been up all night! My two cents.
