Most things will come off if you peel them off. I'd suggest Contact Cement (because it's working awesome for me now), silicone, liquid nails, or maybe some sort of epoxy. Maybe even try some varnish or lacquer. I'm just trying to think of things that are known for being ultra sticky. But the flexibility of tarps or plastic bottles makes that a difficult order.
