Can't speak to the "how many can it sleep" but I'd guess 6 is about the limit, and you'd want a "stuff" tent.
As far as the wind goes, I know my H13 stood up just fine in 2011. Didn't bring it out last year, but intend to this year. I used a combo of tape anchors (will not use again) and ratchet straps. Tape anchors liked to break. This year, I will be using a modified-for-h13 rope halo of some kind. If anyone has suggestions on H13 halo techniques, by all means chime in!
