Curtis (currently in France) found that the rosin powder
falls off the wheel during rosining and collects between the two pieces you are
describing. The plastic and the metal disk start screeching and they tend to
bind up. The best bet is to remove the wheel and clean the two pieces and maybe
increase the gap by a hair or add a piece that will protect the gap from getting
dust in it. Without seeing it that would be my best guess and how you would
accomplish it I am unsure.
