It sounds low because it is a low string (G mouche)
Mouche is normally a low tension string to keep it quiet

Thanks, all, for the replies to my query.  The video at hurdygurdy.org 
was helpful, and I've managed to get my new string sounding.  But I'm 
wondering -- is it desirable to slacken the string before applying the 
cotton?  The video sounds as though the string has been slackened quite 
a bit for the cottoning.

While I'm at it, I just surfed across a DVD on set-up and playing 
http://www.elderly.com/videos/items/222-DVD1.htm .  Anyone on the list 
have any comments on it?  I saw none on the archives.
