Actually, my friend was wrong about it being St. Chartier (I had to wonder 
about that...it was obviously indoors in a hall). I wrote the fellow in France 
who posted the video to ask who the performing group was and where the 
performance took place, and his reply is below. The gist of it is that the 
performing group is a folklore society from Rodez (a little south of the 
Auvergne), and this was their 60th anniversary performance (presumably in 
Rodez). (The group was founded by two of his father's friends in 1947!)
