It looks empty and it sure wasn't before (there was at least the copyright notice in it). I needed it to set up my new Kepler environment for HSEARCH and I can't find it in my archives. >From my perspective, I think it could be a good idea to create a directory in the source tree with these files for the supported IDEs.
