The number 20217 looks to be an error code which is documented in the Progress SQL-92 reference as...
20217 Connection exception Network error on server.
See http://www.progress.com:6336/dynaweb/psdoc91c/sql9291c/s92 for more details.
The Progress Knowledge base this to say about this error. Maybe Gavin can advise why so many cursors may be open?

Title: Limiting the Number of Cursors in SQL-92 Creation: 15-Jun-2000 Modified: 13-Mar-2001
SUMMARY:
The Progress Version 9.x SQL-92 engine has a limit of 50 open cursors for a given connection. This limitation has been logged as Progress bug 20000331-019.
When you access the SQL-92 engine from an application you may receive the error 20217:
Connection Exception. Network error on server"
It means the application is dynamically opening more than 50 cursors at once.
SOLUTION:
You must modify your code to limit cursors opened by the application to the database to less than 50. There is no possible parameter inside of the SQL-92 engine to resolve the problem at this time.
The Progress SQL-92 Guide and Reference manual will provide you with a description of what a cursor is and how to open and close them. </quote>

Does Phillip or anyone else who has used Progress does have any idea about this problem:

I will try to replicate the bug sometime in the next couple of days, but perhaps there is a simple solution....
Thanks
