I just committed a new documentation build process. The major motivation
for that was internationalization, I'll now start to actively get
translators. The new build process can take two languages (say, English
and German) and compare the source files and generate a report (HTML) 
that gives you the parts that need updates and whatnot.

So far, we have volunteers for French, German, Chinese, Portuguese. I'll
post a request for help soon to the Forum and Dev list, so stay tuned.
The translators won't require CVS access. I'll write a README next and
explain the documentation process for everyone, it's trivial.

I also did some cleanup, fixed some bugs and prepared everything for a
port to v22branch. I think we should first merge v22branch to HEAD
before I commit the new docs though.

The new internationalized documentation will be in 2.1.3, so we have to
update the Wiki documentation page before release.
