Scrapping the half-bridge project to Singapore has burnt a huge hole in the national coffers, the Public Accounts Committee (PAC) revealed today (June 12, 2006).
RM740 million in public funds is needed to cover the costs of scrapping the bridge, compared with the original bill of RM1.113 billion for building the structure.
After a briefing by the Public Works Department in Parliament House, PAC chairman Datuk Shahrir Abdul Samad gave the breakdown:
> RM280 million to build a permanent eight-tiered overhead road connecting the new Customs, Immigration and Quarantine complex in Johor Baru and the Causeway;
> RM190 million to build other flyovers and connecting roads to the elevated highway;
> RM170 million in payments for work done on the project before it was called off; and
> About RM100 million compensation to project contractor Gerbang Perdana Sdn Bhd (this amount has yet to be finalised).
The cancellation in April 2006 of the long-delayed project has caused the government to be criticised by former prime minister Tun Dr Mahathir Mohamad.
Shahrir told a press conference PAC would suggest to the claims department under the Public Works Department to negotiate with Gerbang Perdana to reduce the RM100 million compensation.
"Since the project (to build the overhead road) has been given to the company without an open tender, we should negotiate with Gerbang Perdana on the compensation," he said, without specifying an acceptable amount.
In April, Works Minister Datuk Seri S.Samy Vellu had announced that Gerbang Perdana had submitted a claim for RM99.736 million over delay of works on the project.
The PAC's meeting today also delved into the Malaysian External Trade Development Corp (Matrade) building project, which was recently completed after a delay of nine years, and complaints from residents over the Kuala Lumpur-Putrajaya Highway.
On the RM287.5 million Matrade project, which saw a cost overrun of 70%, Shahrir said PAC has asked the Auditor-General's Department to carry out a management audit on the project.
"We want to know whether all the procedures have been followed while the project was being carried out. By auditing, we can also find the proper procedure to be used for other projects. We must learn from our mistakes," he said.
He said PAC also want to know who approved the payments.
"Actions should be taken against those responsible for the delay."
PAC is also seeking an answer from the Malaysian Highway Authority (MHA) on why it did not acquire land at Bandar Sri Petaling for the Kuala Lumpur-Putrajaya Highway before the houses were built in the area.
He said the Economic Planning Unit under the Prime Minister's Department had issued an order in 1999 asking the MHA to acquire the land but the latter did not follow up.
As a result of this, Shahrir said, residents in the area are today complaining that their houses are too near to the highway.
"We are now waiting for an answer from MHA," he said.
PAC also wants to know why the construction cost for phase two of the East-Coast Highway has increased from the initial RM1.7 billion to RM2.1 billion, he said.
Editor's Note: In Addition to all the above, the Johor state government is requesting from the federal government compensation of RM380 million in land premium.
This means the final cost for scrapping the project would come to RM1.12 billion. According to Shahrir, had the government gone ahead with building the half-bridge, the cost would have come to only RM1.113 billion.
