The wiki pages have a separate mechanism, and downloads.php appears to be modeled after /using the wiki format (I hope). I've changed the wiki master nav. The change will take effect next time the cache is refreshed. I updated http://wiki.eclipse.org/Selector_Overview to force a cache refresh on that page. We will need to check and see if the downloads page also is changed when the cash is refreshed.
