For now, just a resourceType 'test':

If we use 'documents' or 'assets' we automatically inherit all the other
actions, which is not what we want...

yes, actions.xml is overridable from extensions. You can see this in the
/src/site/actions/sitemap.xmap:

</map:match>
So you can place your custom actions.xml in <extensions
folder>/actions/resources/xml/actions.xml .
What resourceType do you want to add / what are you trying to achieve?
Can you give us some more details ?
