That's what we tried to avoid. :)

But looking at the existing tools, it should be possible to create such tools.

If one makes a plugin for the Webdav Batch Processor, one could make an export 
with properties. (Maybe to some XML format)
If one extend the WebdavScript from the repository-initialization tool, one can 
read this XML again and do the import.

Is there a reason this has never been done?

You can make a database backup of the namespace and import than into the 
other repository namespace's database (only if they use the same 
database type of course).
