The base URI is configured in [1] and [2], where I see a hardcoded postfix "/content"... :-( Can you try removing "/content" and rebuild the CMS, and see if that works? It could be that you do not use the default "localdev" configuration but a configuration of your own, in that case check the corresponding files to see what the base URI is.
