Hi Ross, The rcl.properties is for the reloading classloader (very handy while developing you cocoon applications)
I will change the wiki page with the '$ mvn cocoon:rcl' command (it will generate the file for you). It could be that I left that file out by mistake. I'll try to add it over the weekend. I will let you know when the changes have been made in the SVN.
