I'm trying to add a new event listener into the repository.
Each time a document is created or updated, it will be validated and
parsed. Following the result and the content some actions will be executed
(copy, CMS request (WF,..),...)

Yes.
Is it a good idea to make "time consuming process" (xml validation, xml
parsing, and http request) into an event handler?
You should run some tests. It also depends on your situation (high
load/traffic or not). You can probably try to hook into the
PostContentEvents with time consuming events. It's up to you if you make
the event handling blocking or not.
Has anyone still custom an event listener ?
I'm not really sure. I thing some people have modified versions of the
stock ones for things like clustering.
