I think, this is done for the max amount of applications per machine. (The max amount of memory used for JVMs can be calculated (the sum of max per JVM) so why not allocate this on forehand (by setting the min amount the same as the max amount. The reason this has come up, is that a few days ago the both the CMS systems suddenly died a few times with OOM errors. We were not able to reproduce it, but we are wondering where these came from.
