Coincidence I was talking to somebody about it again this afternoon: I tried all locations I could think of, including $MAVEN_HOME/lib/endorsed and only eventually got it working by putting it in $JAVA_HOME/jre/lib/endorsed, and yes, it amazed me as well :-)
