Yes replicators are only triggered for items that are beeing PUT to the
repository. :-)

It works fine for me, with the exact replicator you posted below.
Below a few thing I'd like you to try.
- re-initialise the repository.
- check the ACL's on the binaries folder you created.
- set default.replicator to DEBUG in logkit.xconf
You could also try setting slide.webdav and slide.domain to DEBUG, but
please do so in a separate logfile.
