You'll have to add the cleaner configuration in the businesslogic like
described on [1]
So for example
<rule for="/document/worlddominationplan">
 
<binding-class>nl.hippo.cocoon.forms.binding.HTMLAreaBinding</binding-cl
ass>
  <convertor type="htmlcleaner"
config="cocoon://editing/cf2/HtmlCleanerConfiguration.xml"
use="datamodel"/>
</rule>

The HTMLAreaBinding will take the URI
cocoon://editing/cf2/HtmlCleanerConfiguration.xml as input for the
allowed elements and attributes. If you want to customise the list of
allowed elements and attributes, you can point the convertor to a
different config URI, but only XHTML transitional elements are allowed.
