There was a lock in place in the mySql database, I removed it manually. After that I could remove the user from the CMS

I found that when a user don't have sufficient permission to do something in user management, he is always given the option, but nothing will happen when he deletes/adds/updates. When you create the user, there is an option "Managed by: [groups]". I often mistakenly select the group there thinking it's assigning my new user to a group. I am not sure if admin has permission to override the "managed by" setting though. The only thing I can think of that could be causing this is a constraint in the database. You could try making a copy of your slide database and try deleting it directly in the db, from there you should be able to find out which other record has a foreign key pointing to its record.
