Yes, I have been inspected without any real representative from histology. My current employer sends a Pathologist, PhD and the AP Manager (Cytotechnologist with no real Histology experience) to our CAP inspection. The person really doesn't need to know anything about Histology to do a inspection, just be able to follow the CAP checklist questions and have the facility being inspected provide proof of compliance. Anything specific to Histology and they would not know if someone is pulling their leg or not.
