I think essential notifications are good to be posted, like planned major
maintenance and emergency work with lots of downtime - things that people
might notice and query the mailing list about.  For example "over this week
we are doing a range of things to the server, so expect some downtime"   -
that  might cover a lot of things :)

Short outages or minor maintenance stuff are probably not worth posting
though.
