Wojciech, That data is likely in OSM proper. Date tags will be missing but you can likely use the edit dates as a proxy for road existence. You can calculate gross statistical transport data using the tile server databases and the postgis extensions. You'll need to setup on your own tile server database, expect about 1TB of data to host that yourself.
For statistical CO2 emissions et al, the most likely source is one of the reports of the Paris Agreement which likely tabulated most of this as part of the negotiations.
