Agree with Rob. Historic boundaries are something which can be immediately useful for a range of purposes once in OHM.
I think the dates for many historic Irish boundaries (at least in the past 200 years are well-established (I made use of such information when doing vice county boundaries on OSM), and I think Brian has a formidable set of historical maps & knowledge too.
