Support seeks in some Hive File Formats

Seek support can be useful for a few applications:
1. Filter out a set of records quickly when the data is sorted on the filtering
key;
2. Create a random sample out of a File.
This might not be a short-term goal, but let's keep the discussions here so it
does not get lost.
