If -Dhadoop.root is set in the command line we should just skip the whole
thing. Should be a fairly simple fix to build-common.xml
If we do hadoop.noinstall we would still have to specify hadoop.root. Not sure
why we could not just assume noinstall when hadoop.root is specified? Why have
hadoop.noinstall?
