changing fs.default.name in a session has no effect on scratch dir location

Filesystem handle is being cached. There may be more objects bootstrapped off
conf that are cached.
on a different note - scratch dir is not needed unless there are map-reduce
jobs. so it's a little irritating to see dependencies on a functioning hadoop
environment for pure metadata commands.
