I added a new proposal to the wiki: http://wiki.apache.org/jakarta-hivemind/ServiceImplementationSwitch
It's an alternative to the ConditionalContributionsProposal and deals with selecting the appropriate implementation for a service, if multiple exist.
I have an working implementation which I would provide as a patch if this solution is voted in.
