       Some of the Fraud/Irregularities during Elections

  A.Possible Fraud Before Election 

   1.Bribery/Inducement 
        1.Vote buying- i.e paying a registered voter who have been identified
with an opposition
          party and withold his/her I/C to prevent him/her from voting. 
        2.Promise of jobs, loans, promotions, bonus etc. 
        3.Buying SPR officials to abstain from performing their functions. 
        4.Handling out of gifts to voters collectively worth more than RM
50,000 for each
          constituency. 
        5.Buying of candidates standing for election so as to make him/her
withdraw from
          contesting or even to cross-over to another party. 
   2.Intimidation 
        1.Direct threats to voters identified with a party not to vote. 
        2.Threat to the family of the voter. 
        3.Threat to business property. 
        4.Threatening members of the SPR inspectors not to assume their
functions. 
        5.Threat of transfer especially government servants. 
        6.Threatening candidates standing for election so as to make them
withdraw.
   3.Delaying of voters or holding them in place so that they cannot vote in
time. 
   4.Assigning registered voters identified with a party to places where they
cannot vote or far from
     place of registration. 
   5.Disrupting means of transportation to the polling places. 
   6.Sowing fear and unrest to discourage voters to vote. 
   7.Spreading false reports about the withdrawal or disqualification of a
candidate to discourage
     voters to vote a certain candidate. 
   8.Changing the numbering of polling places without notice to voters. 
   9.Changing the location of polling places without notice to confuse the
voters. 
  10.Additional marking the ballots invalidate it. 
  11.Registration of non-qualified voters, including phantoms. 
  12.Disenfranchisement of qualified voters to vote by delaying the process of
gazetting their name
     on the electoral roll.

B.    Fraud During Voting

   1.Assuming the identity if another voter and voting in his name. 
   2.Accompanying a voter to the voting booth to influence a voter casting his
vote for a particular
     candidate. 
   3."BEKUNDI" � Buy the blank ballot paper from the voter. This is done by a
voter who first
     secures a fake ballot paper or he/she simply takes out his/her ballot
paper from the polling
     station. The voter then passes his blank ballot to the next voter and
gets his payment. The new
     voter will mark the ballot paper and go into the polling station to get
his/her own ballot paper.
     He/She will put into the ballot box the marked ballot paper and then
passes his genuine ballot
     to another captive voter and so on and so forth! 
   4.Delaying the delivery of the official ballots and other election
paraphernalia to discourage
     voters. 
   5.Disrupting the means of transportation of voters on election day to
discourage voters from
     voting. 
   6.Delisting or transferring voters from the voters� list / alteration of
polling stations. 
   7.Accompanying illiterate or disabled voters and voting irrespective of
their choice. 
   8.Stealthily of surreptitiously substituting the ballots during a simulated
disorder designed to
     create confusion in the polling place.

        a.Theft or destruction of ballots, electoral returns and other vital
electoral paraphernalia. 
        b.Bribery or intimidation of the members of the board of election
inspectors to influence
          their decision on challenges and protests made during voting. 
        c.Stealing, tearing, smudging or defacing the list of voters posted
outside the polling place
          to discourage the voters to vote. 
        d.Delivery of official ballots in excess of authorized quantities to
facilitate manufacturing of
          votes.

D.    Fraud During Counting

   1.Misreading the contents of the ballots. 
   2.Deliberate misrecording in the tally sheet as the votes are read. 
   3.Substitution of ballots filled for counting. 
   4.Miscopying of the votes reflected in the tally sheet to the election
returns. 
   5.Substitution of the votes credited to a candidate in the election returns
with the votes of another
     candidate. 
   6.Deliberate distortion of the entries in the election returns by creating
a variance in the words or
     figures entered threat. 
   7.Distorting the collation and addition of votes obtained thereby
increasing or decreasing the total
     votes obtained by a candidate. 
   8.Tampering of total votes cast for each candidate in the course of
transmittal to the counting
     center or providing false or misleading totals. 
   9.During counting the ballot papers were rolled-up and secured by
rubberband every 50 votes.
     The 50th voting paper used to wrap the roll is the vote of another party
and will likewise be
     classified. 
  10.Hoodwink polling agents during counting to create confusion in counting.
