In the course of a telephone interview with the Deutsche Welle radio
broadcasting company, President of Chechnya Aslan Maskhadov stated that the
forces behind the current war in the North Caucasus region were the result
of a collusion between the Kremlin administration, the financial
"oligarchy", people who wanted to enter the authorities, and Chechen
instigators.
According to Maskhadov, "Shamil Basayev provoked the beginning of the war by
his intrusion into Dagestan."
Maskhadov said that the beginning of the war was financed by, on the one
hand, the Russian "oligarchy" and Berezovsky in particular, and, on the
other hand, by Udugov and Basayev in Chechnya. This was disclosed by the
Echo of Moscow radio broadcasting company.
"Berezovsky headed Putin's pre-election campaign. Using the war, he managed
to create the foundation for future success," said Maskhadov.
According to Maskhadov, currently it is very difficult to put an end to the
war in Chechnya. He said that about 23 thousand people are continuing to
fight on the side of rebels. Nevertheless, Maskhadov said that he is ready
to begin negotiations on the end of the war and liberate Russian captives
without any additional conditions. This was disclosed by the NTV television
broadcasting company.
In the course of the interview, Maskhadov refused to name his whereabouts,
saying, however, that he continues to remain in Chechnya. This was disclosed
