          PAS : KE ARAH PEMERINTAHAN ISLAM YANG ADIL
 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Dewan Bandaraya Kuala Lumpur ignores Opposition MPs in the federal
capital, especially when it involves inconveniencing residents.  It
wanted to close part of Jalan Bukit Bintang for a pedestrial mall, the
Bintang Walk, and at a meeting to discuss it, the Dewan Bandaraya's
urban transport director, Mr Raymond Chew, objected when the Bukit
Bintang and Cheras MPs, both from the opposition DAP, turned up with the
50 business community leaders.  Mr Chew wanted the two to leave.  The
Sun reported yesterday (16 May 00) but the business community leaders
unanimously voted to have them stay.  Mr Chew, whose anger knew no
bounds at this revolt and at having to listen to opposition MPs, huffily
called off the meeting and walked out.  Not before ordering the business
community leaders to put their grievances in writing.  He would not
react thus unless it is official policy.
     The Mayor must explain why elected representatives are kept away
from matters which are their direct concern.  Indeed, when the Dewan
Bandaraya behaves as it owes no responsibility to anyone, under what
authority were the two Opposition MPs were barred, especially when the
invitees wanted them to be present?  Would he have acted such if the MPs
were from the National Front?  What in his opinion is the role of MPs in
a local authority whose members are appointed and largely unknown to the
general public, which does not have any access to them except on paper.
If Mr Chew exceeded his powers, he apologises to the people of Kuala
Lumpur and to the two MPs.
     I expected the two DAP MPs to be less diffident.  As
representatives of the people (which includes me, since I live in the
Bukit Bintang constituency), they have a right to be there, without
justifying their interest and presence.  They should demand an
explanation and apology for their ostracisation.  This is not the time
to score off points.  Mouthing undefinable concepts like transparency to
demand answers for ignoring is neither hear not there.  Indeed, Dewan
Bandaraya should have consulted them about this.  But it works in
mysterious ways, and I am always in the dark about muncipal activities.
Try lodging a complaint or seek an explanation from Dewan Bandaraya, and
the national commitment to excellence is murdered right then and there.
The Mayor must step into this, and right the insult to the two MPs, one
of whom is mine.  If this is how a municipal authority regards an
elected MP, his effectiveness in wider areas would be equally
irrelevant.  This throws open the whole question of parliamentary
representation.  But I shall not go into that now.
