DECLARATION (OF PRINCIPLE)

This is a declaration of principles in support of quest for an independent and free
Bangsamoro State drafted by Haraka Islamiyah, Marawi City.
We find it printed in full text to provide room for free discussion as a reference in
the search for a just and permanent solution to the Bangsamoro problem. It runs as
follows:
�The Bangsamoro people, by this DECLARARTION, once again reiterate and proclaimed
their united and solidified stand
for an independent and free Bangsamoro state that accept only Allah Almighty�s
sovereign authority;
that will enforce and execute no other laws but the law of Allah as manifested in the
Holy Qur�an and the Sunnah of the Holy Prophet (SAW);
and that will strive and cooperate for the attainment of world peace and amity with
other nation in accordance with the standards set by Divine law.�
ARGUMENTS
�The Bangsamoro people have been subjected to foreign subjugation since the coming of
the Spaniards but they fought, tooth and nail, to maintain their independence.
For more than three hundred years, the conquistador of Spain feel to pin down the
Bangsamoro Mujahidin, then came the Americans with their modern lethal weaponry, but
the Bangsamoro, with equal vigor and resolve, fought back with their Kris and never
knelt before them in submission.
It was by treachery and a policy of friendship that the Bangsamoro people were
forcibly incorporated into the American colonial government.
In the same manner, in the inclusion of the Bangsamoro in the Philippine Republic was
done without due consideration of their historic right as an independent people and a
separate nation far different in faith, religious conviction and customary from the
Filipinos.�
�The following arguments are, therefore, presented to prove that the Bangsamoro ought
to be treated as a separate and distinct nation from the Filipino and that the latter
has no difference with the Spanish invaders and American colonizers.�
HISTORICAL BASIS
The history of the relationship between the Bangsamoro and the Filipino is an open
book.
>From the Spanish time to the present, the Bangsamoro people have been a distinct and
>different nation from the Filipino.
The Bangsamoro fought the Spaniards and never submitted to the Spanish sovereignty.
During the American period, the Bangsamoro had petitioned the American government in
1921, 1924, and 1934 to always treat the Bangsamoro as a separate nation, different in
religious belief, customs and traditions and in the set of Laws that were believed in
an enforced among them.
The latter petition was the DANSALAN declaration, which set forth the entreaties of
the Bangsamoro people to be governed by the Shariah.
When all these petitions were not considered by the American colonial government, the
Bagsamoro fought the government on what was known as the �KOTA fight�.
Furthermore, the manifestation of the declaration of the independence by the
Bangsamoro people was their reference to the government as �goberno a sarowang a tao�
(an alien government) and their non-acceptance of the name Filipino.
To the Bangsamoro, the name Filipino is synonymous with the term Christian. No
Bangsamoro will ever freely accept being called Filipino�.
LEGAL AND ETHICAL BASIS
If the Bangsamoro people were never conquered and subjugated, if they never submitted
to the Spanish Crown which was the predecessor of the American colonial government
which in turn was the originator, first, of the Philippine commonwealth and later, of
the Philippine republic, then it follows that from the very start there was no valid
and legal justification for the Philippine government to extend its authority over the
Bangsamoro people.
This is for the simple reason that if the basis of the existence of the current
government of the republic of the Philippines was the grant of independence by the
American government and the basis of existence of the latter was the Treaty of Paris
which made Spain cede the Philippines, then, the Bangsamoro must be treated
differently from the Filipnos who were subjects of the Spanish Crown.
What Spain could cede were their territories and subjects, not other free people whom
it never governed. Such was the status of the Bangsamoro and that must remain
respected and upheld. Hence, this declaration.�
COUNTER INSURGENCY NOT A SOLUTION TO MINDANAO PROBLEM
Past Philippine administrations were in quandary to what solution they could offer
whenever Mindanao burst in reaction of their predicament as a people.
What is more to be wondered at the parochialism and short sightedness of the national
policy and decision-makers?
This lack of a strong political will to solve the Mindanao problem is a manifestation
of callousness and agreed of one or stubbornness of others.
May be one might be driven out by the powerful thrust of a philosophy which was
exclusively economic exploitation especially of Muslim Mindanao that have gone
unabated for the past 40 years or so.
The other was anchored in bedrock that was deeply socio-cultural and political in
nature with religious implications.
All such views may be right that deserve consideration. For what have begun as a
simple case of ignorance have soon burst into greed.
Outside business entrepreneurs and traditional Muslim leaders have vied for
opportunity in this region that virtually transformed the land of promise into a no
�man�s land.
Various political ambitions have entered the scene that further vitiated and
compounded the complexity of the problem in Muslim Mindanao.
The Christian politicians took advantage the migration policy that soon shifted the
populations and their constituency, which have, in the long run, favored their
political and economic interests.
On the other hand, Muslim politician are quickly caught into action, either
collaborated with Christian politicians or fought against them with whatever weapons
or guns they could amass.
Yes, it could a sheer ignorance or hypocrisy to deny the religious ingredients of the
conflict in Muslim Mindanao that progressively upset the tenor of life under past
Philippine administration.
But though religion was a backdrop, it was never a backbone of conflict or contention
as it was during Spanish colonial days.
It is clear that neither side was interested in proselytizing its faith, let alone
wiping out the others under pain of ethnic cleansing.
Sometimes old Christian settlers have fought against new settlers and constant feuds
between and among traditional Muslim leaders have been reported.
Other Muslim have struck their deals with Christian settlers to fight other Muslims or
Christians. Every incidence has virtually sprouted out from political feuds and land
disputes.
But religious differences, in all this human catastrophes, were only lending intensity
to conflict as fanned by partisan politics.
Now, it is believed the government might have already diagnosed the real nature of the
problem in Muslim Mindanao.
After 30 years of being engrossed with the situation, perhaps it only awaits right
solution.
That is if only the government would show sincerity in solving the problem in Muslim
Mindanao.
A study of the age-old problem in Muslim Mindanao shows that succeeding Philippine
administrations had offered their respective solutions.
Yet the problems is still persist to the present. What if the government looks at it
as insurgency problem? Would it apply a counter- insurgency as a solution?
Perhaps the government could think in many folds before it views that way. Any
counter- insurgency solution � that is massive political, economic and military
campaign � is deemed a failure as proven by past experience.
Counter - insurgency only prolongs the agony of the people in Mindanao that entails
gargantuan government resources, both human and properties in the prosecution of the
insurgency problem.
This is not to speak of the great havoc, destruction�s and displacement it would cause
among the populace which is deemed and exercise in futility hence whatever it may say
about the current GRP � MILF peace negotiations, it is still the most positive step.
The bottom � line in all these endeavors is the search for a peaceful and permanent
solution to the conflict in Muslim Mindanao

Q: Why did you organize this movement?
A: We organized this movement known as
Al-Harakatul Islamiya because this name, Abu Sayyaf, is simply the name or nickname of
(slain Abu Sayyaf leader) Ustadz Aburajak Janjalani (the brother of Khaddafy
Janjalani, the Basilan-based Abu Sayyaf head).
The name of this organization that is struggling in the path of Allah here in our
homeland is called Al-Harakatul al Islamiya, which translated into English ''Islamic
Movement'' . . . We founded this because we want our land to be governed by the laws
of the (Koran) and the Hadis (teachings of the Prophet), insha'llah (may God grant
it).
