RESOLUTIONS
FOR THE DELEGATES
OF THE 27TH ISLAMIC COUNTRIES
FOREIGN MINISTERIAL MEETING
KUALA LUMPUR
27th JUNE 2000
INTRODUCTION:
It is noted with grave concern that the process of globalization, be it in the economic, social and political sectors threatens to further isolate and undermine the position of the Muslim societies as a whole.
In the face of the challenge, it is realized that the Muslim are without any form of leadership at the international level, which by right should be provided by the OIC. In the light of the above challenge, posed by the globalization, the OIC should:
(i) realise the role which is expected of it by the Muslim societies as a whole and the dire consequences which will befall the ummah, should they fail;
(ii) endeavour to free itself of mere narrow national and personal interests and realize the threat which Muslim societies face;
(iii) rise to the occasion and re-define its role as the organization that is duty-bound to provide the leadership which the Muslim societies are in dire need of;
(iv) position itself as a major player in developing the new political and economic infrastructure and order.
We therefore urge the OIC in all earnestness and sincerity, to:
( ON SOCIAL CULTURAL ISSUES)
1) establish an OIC study group to evaluate the impact and influence of the flow of culture from outside upon Muslim youth in a select number of countries.
2) establish an OIC study group to explore ways of leveraging the internet for the benefit of the Muslim society and minimizing the negative consequences.
3) urge OIC governments to provide moral and material support and encouragement to endeavours to promote local cultures especially those elements which sustain and strengthen efforts towards makruf.
4) urge OIC governments and the influential sectors of society to ensure that the rich cultural diversity that characterises a number of Muslim societies is preserved and enhanced in accordance with the Islamic value-system and worldview.
5) commend any indigenous effort of individual country as exemplified by the Government of the Islamic Republic of Iran, Iranian film-makers and the Iranian people, for producing outstanding films which embody universal Islamic themes and, at the same time, provide an alternative to �Hollywood�, �Bollywood� and other such centres of the film world.
(ON POLITICAL ISSUES)
1) propose OIC and OIC countries to adopt a practical definition of Islam for the basis of cooperation, that hinges upon:
i. honesty, truth and justice
ii. Islamic brotherhood and solidarity
iii. Islam as a socio-political system and nationhood
iv. Enforcement of amar ma�ruf and nahi mungkar
v. Call to ijtihad and jihad (in the defence of Islam)
2. urge OIC to fight for truth and justice, uphold honest governance; preserve and maintain independence from big powers; avoid negative labeling; and desist from intra-Islamic conflicts which might be capitalized by the enemies of Islam.
3. reconstruct OIC so that its influence within the Islamic world and the larger international community is enhanced and its power is commensurate with its role. At the same time, the OIC should redefine its objectives to meet the present and future challenges.
4. urge the OIC to mobilize member countries and to galvanise the Muslim masses both morally and financially to alleviate the plight of the oppressed Muslims of Acheh, Ambon/Maluku, Moro, Rohingya, Kashmir Palestine, Chechnya and Kosova among others,
5. urge OIC to demand that the UN Security Council abrogate unconditionally and immediately the sanctions imposed upon the people of Iraq. The OIC should also works toward the lifting of any other UN-imposed sanctions or unilateral sanctions directed against Muslim countries such as Libya, Iran, Afghanistan and Sudan.
(ON ECONOMIC ISSUES)
1. establish an economic and trade bloc for Islamic countries. To achieve this, the following steps need to be taken:
i. To expand the existing bilateral payment arrangement so that more Islamic countries can enhance bilateral trade.
ii. To establish bilateral trade associations
iii. To establish bilateral trade promotion agencies
iv. Once bilateral trade flows and arrangements are sustainable, Islamic countries should move into establishing multilateral payment arrangements to enhance multi-lateral trade among all Islamic countries
2. liberalise further their trade relationship once multilateral trade relationship has taken root This should lead to the establishment of free trade arrangement and eventually an Islamic Free Trade Area.
3. move towards establishing a Custom Union and Economic Union in order to have an integrated economy.
4. explore and study the idea of having a common currency (dinar?) as the denominator for inter Islamic countries transactions.
4. promote multilateral tourism amongst Islamic countries.
5. establish an international zakat fund so that the distribution of zakat can be done on a global basis.
