EPF Withdrawal - Blessing or Scam?

The government via the Finance Ministry recently announced that in accordance with the 
newly presented 2000 Budget, all EPF contributors shall be allowed to withdraw money 
for the purchase of a computer. The move, widely viewed as a positive step towards 
IT-empowering the society and providing Malaysians with the tool to garner and churn 
knowledge, is with controversy.

For the announcement came with a carrot attached; that all withdrawals are to be made 
via the Pos Malaysia computer purchase scheme, Oda Saja, and with no other.

Applause? The Deputy Finance Minister claims that this move is to curb abuse of the 
money to be withdrawn by some users who actually use the money for other purposes.

As good-behaving and law abiding Malaysians we are told to conform to this new 
directive and see nothing to the contrary. But it is this contrary that is disturbing. 
For one, there is no guarantee that even with Oda Saja abuse will be stopped. It's 
just getting in more 'players' to nurture the abuse into an art; Malaysian bureaucracy 
is good at that. Second, it throws a spanner into the K-economy works.

The government is so right to point out about globalisation and the need for the 
society to be made K-society in order to contibue growth. And one of this aspect is to 
encourage the growth and prosperity of K-related industries and businesses, including 
those of ICT (for those that don't know, ICT includes IT businesses).

So this new decision not only steps in the opposite direction of the desired effect of 
a K-economy activity, it also smacks of cronyism and is pro-monopolistic; an aspect 
globalisation and even the 'nice' Americans have realised do not work in their favour 
and are eradicating fast.

One glance at the company directorship of this Oda Saja company and you will see that 
it is owned by one 'menantu' of Pos Malaysia Chairman; ask any Pos Malaysia staff and 
they can tell you the original Oda Saja purpose was to enrich this crony of the powers 
that be. So, it now puts the Finance Minsitry into the spotlight : is its decision 
based solely on the merits to rebut abuse or is there some questionable traits that is 
hidden in the shadows of the huge number of vans already bought by the company to 
service its customers?

Mind you, before the announcement, Oda Saja was going nowhere in terms of business, 
with Pos Malaysia propping up its losses through stealing the money from its cash-rich 
sister company; PosLaju. And PosLaju is owned in part by PNB (no surprises there), and 
that sources indicate PNB is in the dark as to the goings on involving 'stolen' 
bonuses from PosLaju staff to cover the Oda Saja campaign.

What is even more surprising is the fact that in all of this, EPF contributors are 
unable to choose any other company from whence to purchase their computers. Oda Saja 
offers only a limited variety of options and there is no telling what "market price" 
the goods will be sold at. Since Oda Saja is a monopoly, just like Microsoft it will 
be able to dish out useless and out-of-date hardwares with ridiculous and upstart 
softwares at exhorbitant prices that will surely deplete contributors' savings with 
the EPF. What rubbish of a decision this is going to be then.

Another theory has it that EPF actually does not have the cash to be forked out to 
contributors and is using Oda Saja as a stooge to hide behind its huge amount of 
losses suffered in its investments over the last few years. Mind you, the figures may 
suggest otherwise, but try getting out money from it (especially pensioners) and you 
will see what I mean.

And rumour has it that after this EPF will announce that those reaching the age of 55 
will be prohibited from taking out all their money from the fund and they will be 
required to keep them in EPF, with EPF paying them a measly monthly sum in lieu.

So many questions are still left unanswered, so many doubts are raised and yet the 
government as usual shall insist that it has the 'best of the people' in its mind as 
Tan Sri Zainol and his son-in-law laugh all the way to our piggy bank.
