TJ MK: Umno dan Samsengnya

TJ Ringkas sambil tokok tambah beberapa rencana sekaligus. 
 
Rencana LKS ini kena berbiji-biji kepada UMNO yang semakin samseng,  
liar serta barua.  Saya mengambil beberapa hujah penting (point) sahaja. 
 
SAMSENG UMNO DI DUN: KES ZAKARIA TAMPAR TENG 
 
1) Ruang legar DUN hanya boleh dimasuki oleh YB sahaja. Orang lain  
tidak boleh memasukkinya, walaupun pihak akhbar. Soalnya bagaimana  
pembantu Zakaria boleh berada disitu? 
 
2) Walaupun Zakaria sudah memohon maaf, Undang-undang masih tidak boleh 
membebaskan beliau sekalipun ada kemaafan diluar sana. (Cuba titip 
kembali kisah pembantu rumah yang melarikan anak pasangan melayu  
satu waktu dulu, pembantu itu dihukum juga walaupun padangan tersebut 
memaafkan beliau - penterjemah) 
 
3) Bagaimana relevannya Zakaria memohon maaf jika kegananasan itu  
dilakukan oleh orang lain (pembantunya). Lagipun mengapa identiti 
orang itu masih digelapkan sehingga kini. Orang itu seharusnya  
ditangkap atau disuruh sahaja menyerah kepada polis.  
 
4) Zakaria sepatutnya di hukum kerana mencemarkan keharmonian 
DUN dan kemesraan pelbagai kaum di Malaysia dengan menggunakan  
perkataan jijik "Cina Babi".  Sewajarnya UMNO memecat sahaja Zakaria 
yang memburukkan lagi nama 'baik' umno. 
 
5) Daripada kerajaan umno bising dengan Sekolah Wawasan, mungkin 
elok jika semua pemimpin umno menumpukan perhatian untuk menubuhkan 
satu sekolah untuk mengajar ahli2 umno bersopan! 
 
SAMSENG PARLIMEN: SHAHZIMAN CABAR MAHFUZ BERTUMBUK 
 
1) Peristiwa bagaimana MP Tampin, Shaziman mencabar Mahfuz untuk 
bertumbuk sudah cukup untuk menunjukkan betapa seriusnya  
masalah disiplin wakil rakyat umno. (Padahal gaji mereka 
semua dinaikkan dalam belanjawan 2001 - penterjemah) 
 
SAMSENG PEMUDA PANJAT PAGAR VS SUQUI 
 
Pada bulan Ogos lalu, pemuda Umno telah bertindak liar 
dan memekik kata-kata kesar bila berdemo di Dewan Perhimpunan 
Cina. Mereka memanjat pagar serta mengejek "Cina Tongsan" 
kepada Suqui. 
 
SAMSENG MB MANDI DARAH 
 
Siapa lagi jika tidak Khir Toyo yang memberi ucapan sulung siap 
dengan ungkapan "mandi darah" untuk ketuanan melayu konon.  
Malangnya dia membiarkan rakyat dibelasah berdarah dibumi  
Selangor pada 5 November. Selepas itu bersukaria pula sambil 
menyerahkan Putrajaya di Istana. Khir Toyo menyifatkan kes tampar 
itu sebagai tidak apa-apa dan kerajaan negeri tidak akan meminta  
maaf secara terbuka.  Sebaliknya Khir Toyo mahu ia ditutup sahaja 
kerana "sudah selesai". Kalaulah begini sikap seorang MB,  
memang patut sangatlah gejala gangster mengila-gila. 
 
Secara tidak langsung, orang yang membiarkan samseng itu samseng juga. 
Khir Toyoy mengatakan Teng tidak ada prinsip kerana melapurkan  
kepada polis, sedangkan lapuran itu dibuat demi maruah DUN sendiri. 
Lagipun sikap akhbar yang memutar belitkan cerita mendorong Teng 
membuat laporan. Jika tidak polis nanti "tidak ada kerja" dan mungkin 
"meraba gadis pelancung asing lagi" atau mengintai pesta buih berjam-jam 
tanpa merasa malu atau segan. 
 
 
SAMSENG LUCAH MB PAHANG  
 
Gelagat Adnan Yaacob si Danggang tersebut cukup biadap dan 
kurang sopan.... isyarat lucah beliau itu sewajarnya dikutuk 
oleh pemimpin umno sendiri, malangnya mereka buat tak mengerti. 
Patut sangatlah Darul Makmur menjadi Darul Kasino dan orang asli 
merempat lagi. Kejadian Tasek bera sudah cukup sebagai bukti betapa 
samseng sanggup berbuat apa saja sampai rumah diroboh dan tanaman 
mereka dibinasa sambil polis memerhatikan sahaja.... 
 
SAMSENG KLIA 
 
Samseng inilah yang mempunyai banyak projek sewel sehingga 
merugikan negeri Kedah. Sanusi Junid akhirnya didenda cuma 
RM 1,000 sahaja  memukul orang. Itupun masih tidak malu menjadi 
penghulu Universiti Islam... 
 
BAPAK SAMSENG  
 
Rahim Nor? Yacob Amin? atau orang yang menjaga hal-ehwal dua 
ekor binatang ini? Siapa lagi jika tidak menteri dalam 
negeri ketika Anwar dilebamkan. Kepala samseng inilah yang 
lari dari safina mahkamah dan memberi aksi lucah dalam TV. 
Kalau nak kenal cam senang sahaja, tengok siapa yang berpeluk 
dengan Castro (Cuba) di US dan bergambar dengan Putin (Rusia) di APEC.

Tuesday, 14th November 2000: 
 
Zakaria's assault of Teng in the Selangor Assemblymen's lounge marks the  
rise of a generation of political gangsters in UMNO caused by panic and 
desperation that UMNO has lost out the political argument not only in the 
Malay ground but among all thinking Malaysians 
 
 
RISE OF UMNO POLITICAL GANGSTERS 
 
The physical assaults of DAP Selangor Assemblyman for Bandar Klang, Teng 
Chang Khim by the Barisan Nasional Assemblyman for Selat Klang, Datuk 
Zakaria Mat Derus and his unidentified aide in the Selangor Assemblymen's 
lounge at the Selangor Assembly yesterday must be condemned by all political 
leaders, whether government or opposition, and by all Malaysians as 
completely unacceptable and intolerable behaviour on the part of elected 
representatives of the people. 
 
In creating notoriety as the first elected representative to commit assault 
in the inner sanctum of the Selangor State Assembly, Zakaria has brought 
shame and dishonour not only to the Selangor State Assembly, UMNO, the 
Barisan Nasional, but also to the state and people of Selangor as well as 
the people and nation of Malaysia. 
 
As non-assembly members, including the press, were not allowed into the 
Assemblymen's lounge,  why was Zakaria's aide allowed into the privacy of 
the Assemblymen's lounge to assist him in assaulting Teng?  This raises the 
question whether the physical assaults on Teng by Zakaria and his aide 
yesterday had the element pre-planning and premeditation. 
 
Zakaria and his aide should be arrested and charged in court for the serious 
offence of criminal assault of an Assemblyman.  Although Zakaria had later 
apologised for his assault on Teng,  the Penal Code does not provide that an 
apology is an acceptable or sufficient defence for the commission of a  crime.   
 
Furthermore, how can Zakaria apologise for the assault on Teng committed by 
his aide?   
 
Up to now, everybody is claiming ignorance of the identity of  Zakaria's 
aide who punched Teng in the face, as if it is more difficult to establish 
his identity than the identities of the two hitmen who shot and killed the 
former Lunas State Assemblyman, Dr. Joe Fernandez in broad daylight in Bukit 
Mertajam. 
 
If  Zakaria is aware of his responsibilities as an elected representative,  
he should advise his aide to surrender to the police and own up to the crime 
of assaulting an Assemblyman. 
 
In bringing disgrace and dishonour to the Selangor State Assembly, the 
Selangor State and the Malaysian nation, the physical assaults of Teng by 
Zakaria and his aide is not a matter purely concerning the two Assemblymen 
which could be "resolved" by one tendering apology and the other accepting 
it, but concerns the dignity of the Selangor State Assembly and the honour 
and good name of Selangor and Malaysia. 
 
Severe actions should be instituted against Zakaria, including his 
suspension as Selangor State Assemblyman and even stripping him of his state 
title of "Datuk" - as Zakaria has brought dishonour to the Selangor state 
awards as a "Datuk" gangster. 
 
After four decades of Malaysian nationhood, Zakaria's use of "Cina Babi" 
against Teng is most deplorable and inexcusable for an elected 
representative and raised the question of the commitment of the new 
generation of UMNO elected representatives to the concept of national 
integration and national unity. 
 
Instead of trying to force the Chinese schools to accept the Vision School 
concept on the purported objective of promoting national integration, the 
Prime Minister, the Deputy Prime Minister and the Education Minister should 
concentrate on educating UMNO elected representatives, whether at national 
or state level, to become true Malaysians first. 
 
In fact, the UMNO and Barisan Nasional leadership make an example of Zakaria 
by sacking expelling him from UMNO for his disgraceful conduct which has 
brought shame to the nation. 
 
It is however a matter  of great concern to all Malaysians as to whether 
Zakaria's assault of Teng in the Selangor Assemblymen's lounge marks the 
rise of a generation of political gangsters in UMNO caused by panic and 
desperation that UMNO has lost out the political argument not only in the 
Malay ground but among all thinking Malaysians. 
 
Only last Wednesday, the Barisan Nasional MP for Tampin Shahziman Abu Mansor 
challenged the PAS MP for Pokok Sena, Mahfuz Omar to a fisticuff outside the 
House during the emergency parliamentary debate on the police 
"trigger-happy" firing of tear gas and chemically-laced water cannon, 
brutality and vandalism against the peaceful crowd at Kesas Highway on 
November 5, 2000. 
 
 
In August, UMNO Youth staged an abusive and gangsterish demonstration at the 
Selangor Chinese Assembly Hall in Kuala Lumpur against Suqiu calling on the 
Malaysian Chinese to "Balik Tongsan", while the new Selangor Mentri Besar 
Dr. Mohamad Khir Toyo totally without provocation  issued his "bloodshed" 
threat about UMNO's preparedness to "make any sacrifice, even bloodshed" to 
protect Malay special rights. 
 
In March this year, during the Sanggang by-election nomination,  Pahang 
Mentri Besar Datuk Seri Adnan Yaakob demonstrated his "gangsterish" face 
when he showed a lewd and indecent gesture at Opposition supporters. 
 
If no severe action is taken against Zakaria for the assaults committed by 
him and his aide against Teng, as well as the use of the insensitive and 
insulting term "Cina Babi", it can only mean that Malaysia is heading for a 
period of very ugly political waters  primarily because of the loss of 
confidence by UMNO that it could win back political support and  the hearts 
and minds of Malaysians in general and Malays in particular.

PRESS STATEMENT - 14 November 2000 
Maintain the peace, not the violence 
 
Barisan Alternatif Negeri Selangor (BA Selangor) is extremely concerned with  
the recent spate of violence within the state, especially because people who  
should be maintaining the peace, or people who should be role models in our  
society, committed the violence. 
 
Jalan Kebun, Shah Alam (5 November 2000) 
 
Earlier this month, the police acted with extreme and unnecessary violence  
when it proceeded to disperse a peaceful assembly near Jalan Kebun, Shah  
Alam. On that occasion, the people who were gathered peacefully to listen to  
Barisan Alternatif leaders speak were forcibly and violently dispersed with  
water cannons and tear gas. The violent means employed indiscriminately by  
the police were completely uncalled for. As a result, numerous innocent  
supporters of Barisan Alternatif were seriously injured. 
 
In this regard, BA Selangor regrets the lack of response on the part of the  
Inspector General of Police and the Human Rights Commission. In this matter,  
BA Selangor is also very disturbed by the government?s inaction and lack of  
accountability. In addition, it is shocking that some Barisan Nasional  
members of parliament, whilst debating an extraordinary motion in the  
Federal Parliament, attempted to justify the violence by the police. 
 
Ampang Jaya (11 November 2000) 
 
On another occasion, a group of UMNO members assaulted some local residents  
from Ampang Tasik, when the latter attempted to submit a memorandum to the  
Menteri Besar of Selangor, Datuk Dr Mohamad Khir Toyo. According to the  
Chairperson of the local association, Mr. Ng Shin Cheong, the residents had  
already made an appointment to see the Menteri Besar at that location.  
However, even before the local residents had an opportunity to explain their  
presence at the UMNO Ampang Jaya Division office, they were attacked by a  
mob of 60 people. 
 
In respect of this incident, BA Selangor condemns the violent behaviour of  
the UMNO members concerned. As a police report has been lodged in respect of  
this matter, BA Selangor hopes that the local police will investigate the  
matter seriously and charge those people who committed the assault. BA  
Selangor also urges the Menteri Besar and the UMNO leadership to answer to  
these serious allegations, and take immediate action to discipline those  
involved. 
 
State Assembly, Shah Alam (13 November 2000) 
 
The latest violent incident occurred most unexpectedly at the State Assembly  
in Shah Alam. On this occasion, the incident involved an UMNO assemblyman  
who resorted to verbal abuse and physical violence when he could not win an  
argument in a matter that was discussed earlier in the State Assembly.  
According to Mr. Teng Chang Kim, assemblyman for Bandar Klang, Datuk Zakaria  
Md Derus, assemblyman for Selat Klang, hurled racist remarks against him  
before slapping him on the right side of his face. Subsequently, an  
unidentified man suspected to be Datuk Zakaria?s assistant punched Mr. Teng  
in the face and ran off. 
 
Although Datuk Zakaria has subsequently made an apology at the insistence of  
the Selangor Menteri Besar, BA Selangor is of the opinion that such conduct,  
which amounts to no less than a dreadful blemish on the reputation of the  
State Assembly, cannot be accepted or tolerated. Hence, BA Selangor firmly  
calls upon the Selangor Menteri Besar and the State Assembly to take serious  
disciplinary action against the Selat Klang assemblyman. 
 
Conclusion 
 
In the context of the whole society, these incidents do not bode well for  
the future of our state and nation. If police officers and state assemblymen  
resort to violence to resolve disputes, what can we expect of the ordinary  
citizen? Can we admonish or blame our children for mimicking such  
uncivilised and violent behaviour? Instead of promoting violence, police  
officers and the Barisan Nasional government should be maintaining peace and  
promoting harmony. Hence, Barisan Alternatif Negeri Selangor firmly believes  
that, instead of regurgitating rhetoric about stability and unity, the  
Barisan Nasional governments - both Federal and State - should act on an  
urgent basis to educate and train both police officers and politicians to  
act in a civil and peaceful manner.

Assaulted assemblyman changes mind, plans to lodge police report

BANDAR Klang State Assemblyman Teng Chang Khim of the DAP plans to lodge a 
police report following the alleged assault against him in the State 
Legislative Assembly on Monday. 
 
He was involved in an alleged scuffle with Datuk Zakaria Md Deros (BN-Selat 
Kelang) before another unidentified man was said to have punched him on the 
chin during outside the Assembly hall during tea break of the morning 
session. 
 
Speaking during a break of the morning session yesterday, Teng said 
newspaper reports of the alleged incident had prompted him to lodge a 
police report soon although he had no intention of doing so earlier as 
Zakaria had apologised to him after the incident. 
 
Zakaria had apologised to him before Menteri Besar Datuk Dr Mohd Khir Toyo, 
his deputy Datuk Dr Zainal Abidin Ahmad, State Assembly Speaker Datuk Onn 
Ismail, State Secretary Datuk Ambrin Buang and State Legal Adviser Datuk 
Mohd Nawawi Mohd Salleh, after both of them were summoned by the MB. 
 
Teng said he had sought treatment at a private clinic in Klang on Monday 
and a Government doctor from the Tengku Ampuan Rahimah Hospital stationed 
at the State Assembly building yesterday. 
 
Asked whether he had retaliated during the scuffle, Teng replied: "I had to 
defend myself. I was more worried whether Zakaria would attack me again. 
While my concentration was on Zakaria, someone punched me from the side." 
 
Teng also told reporters that he had met Onn on Monday requesting the 
Speaker to change the sitting of Zakaria as he felt unsafe sitting next to 
him. 
 
Meanwhile, Dr Mohd Khir, when met by reporters, said he expected the matter 
to be closed after the apology. 
 
"It was a personal matter between them and they had settled it among 
themselves," he said. "I do not understand why the issue is being blown up 
again and why Zakaria should come up with an open apology inside the 
House." 
 
Asked about the unidentified man, Dr Mohd Khir said, the police have 
stepped up their own investigation and have been making inquiries about the 
man. 
 
He said Zakaria had denied on Monday that the man who punched Teng was his 
man. 
 
However, the security at the House was tightened yesterday with state 
enforcement officers checking the identities of those attending the

NO APOLOGY MOTION OVER SLAPPING INCIDENT, SAYS DR KHIR  
 
SHAH ALAM, Nov 14 (Bernama) -- Menteri Besar Datuk Dr Mohamad Khir Toyo 
said today the state government does not intend to move a public apology 
motion in the ongoing State Legislative assembly sitting over the slapping 
of DAP Assemblyman Teng Chang Khim by a Barisan Nasional (BN) assemblyman 
yesterday.  
 
He said such a motion was not necessary as he considered the matter 
settled. He said Teng, the DAP assemblyman for Bandar Klang, and BN Selat 
Klang ssemblyman Datuk Zakaria Mohamed Derus, shook hands and accepted each 
other's apologies yesterday.  
 
They considered the matter has been amicably settled and need not be 
prolonged, he said.  
 
However, the incident received extensive publicity in today's newspapers 
and the opposition even held a news conference this morning at the state 
assembly building lobby, he said.  
 
"If he (Teng) lodges a police report on the instigation of others, this 
means he does not have principle because he said yesterday that the matter 
was settled," he told reporters when met during the afternoon break of the 
assembly session at the state assembly building.  
 
In yesterday's incident, Zakaria slapped Teng following an argument during 
a morning tea break at the assembly building.  
 
Selangor opposition leader Datuk Dr Hassan Ali, who accompanied Teng at the 
news conference, asked Dr Mohamad Khir to make a public apology at the 
state legislature on the incident and take disciplinary action against 
Zakaria.  
 
Dr Mohamad Khir said the incident was a personal matter between the 
assemblymen and did not involve the party.  
 
They must settle their dispute without implicating others, he said. He also 
questioned how the media could get information on the incident which 
happened at the assemblymen's lounge and had been settled.  
 
He also said the assembly security authorities were investigating the 
presence of an outsider, said to be Zakaria's supporter, who allegedly 
slapped Teng and ran off.  
 
He said Zakaria had denied that the man was his supporter or he had asked 
the outsider to punch Teng.  
 
Dr Mohamad Khir said the security authorities were investigating how the 
outsider could enter the assemblymen's lounge.  
 
Security had been tightened at the lounge following yesterday's fracas, he

Selangor did not sell off Putrajaya, says MB

KUALA LUMPUR, Nov 13 (Bernama) -- The agreement to declare Putrajaya as a 
Federal Territory must be viewed positively and should not be turned into 
an issue in efforts to ensure continued development for Selangor.  
 
Menteri Besar Datuk Dr Mohamad Khir Toyo said the state government did not 
consider the move to turn Putrajaya into a federal Territory as "selling 
off" the area.  
 
Instead, the move could help accelerate development in areas around 
Putrajaya, he told BERNAMA in an interview.  
 
"If it is said that Selangor sold Putrajaya, it is an unfounded claim 
because Putrajaya will become a new centre that will pave the way for the 
development of surrounding areas," he said responding to such claims by the 
opposition.  
 
The Selangor government would receive RM200 million cash and RM7.5 million 
in annual payment for an indefinite period from the Federal Government 
following last Tuesday's signing of the agreement to proclaim Putrajaya as 
a Federal Territory.  
 
The Federal Government also agreed to allocate RM800 million to finance 
development projects to develop the villages on the fringes of Putrajaya 
and Cyberjaya under the Eighth Malaysia Plan.  
 
Covering 4,931 hectares, Putrajaya would be developed in two phases over a 
10-year period costing RM20 billion.  
 
Dr Mohamad Khir said the state government's decision to choose the area as 
Putrajaya greatly benefited Selangor as other states had earlier offered 
land to be developed into the new federal administrative centre.  
 
He cited as example the separation of Kuala Lumpur from Selangor in 1974 
when Kuala Lumpur city was declared a Federal Territory, a move 
instrumental to the rapid growth of its surrounding areas, including 
Petaling Jaya, Setapak, Gombak, Hulu Kelang and Klang.  
 
He said Putrajaya, also part of the Multimedla Super Corridor (MSC), could 
help speed up development in surrounding areas in line with its status as a 
centre for Information Technology and Communication.  
 
Dr Mohamad Khir also urged the people living around Putrajaya not to be 
overzealous to sell off their land whose value is expected to appreciate.  
 
A study by a consultant firm showed the value of per square foot land in 
the area increased by RM15 a year, he said.  
 
"I'm confident the land price in this area will go up but I advise the 
people not to sell their land. If possible, they should form smart 
partnership to develop the area," he said.  
 
He said the state government was prepared to help the landowners to reap 
maximum benefits through smart partnership and at the same time not 
mortgaging their land.  
 
Dr Mohamad Khir said the State Legislative Assembly sitting which started 
Monday would also discuss the declaration of Putrajaya as a Federal 
Territory.  
 
Asked on the position of surrounding areas in Putrajaya under the Dengkil 
state constituency, Dr Mohamad Khir said the areas, much of it oil palm 
estates, did not have many voters.  
 
"Putrajaya only involves about 300 voters and it will not affect the 
Dengkil seat," he added. -- BERNAMA
