It's nested inside the ORU_R01_RESPONSE:

r01.getRESPONSE().getORDER_OBSERVATIONAll()

ORU_R01_RESPONSE is also repeatable, so you might want to use
getRESPONSE(int) if you not only want to access the first repetition.
