Hi Serbulent,
The problem is that this is the wrong XML format for conformance profiles.
If you compare your example with the A31 HAPI example, you'll notice that
the structure of the two files is fairly different.
It's been a while since I used the conformance profiles, but I remember
there being several possible ways of outputting them from the MWB, and only
one resulted in the correct XML format being produced. I believe there are
some instructions on how to do it in the profile compiler manual here:

Let me know how it works out! If the manual helps, I'll put a link in the
example page and maybe add an FAQ entry.
