There is no SIU_S13 message structure in HL7v2.4 - the SIU_S13 event uses the
SIU_S12 structure. Shared message structures were introduced as of HL7 v2.4
MSH-9 must either be SIU^S13 (and HAPI looks up the structure) or
SIU^S13^SIU_S12 (i.e. you provide the correct structure).
