Creating a general parser wouldn't be that difficult, I've created many for 
HL7v2 -> Hl7v3 (HL7v2 XML + XSLT is one way). The issue comes in with 
Z-Segments, and the differences allowed between all the v2 sub-versions. It's 
been a nightmare for me :\

V3 is XML Based and has xsds and wsdls. So any java xml/soap framework of your 
choice should work.
However I've got some codegen in place if you want to use it as is:
