Yes, that's my experience as well.  Try some tutorials (beware, many are buggy);
study the SDK; search forum archives, and post questions in forums;
and: experiment, experiment, experiment.

My key tips for the newcomer:

* Make lots of // comments, using a marker scheme such as your mod's name or initials
so you can use Find in Files to index your marker and keywords.  I put in a lot of 
comments
such as "// XR: interesting ..." where something catches my eye that might be
useful later in the Xen Rebels mod.

* Figure out what's useful, and work from there:  borrow existing code,
clone an existing entity into a new entity ... go "aha!" when you understand
why some class or function does what it does, and turn that aha! into
something new.

* Make backup copies.  Make backup copies.  Make backup copies.
