You should consider HL2 a whole new engine.  Some things will be similar to
HL1, but many things will be different.  More than likely, you won't be able
to just load Half-Life content directly into Half-Life2 tools.  Some
conversion applications may be available, but don't count on anything until
you've actually seen the content in the Half-Life2 SDK.

Considering that it takes most MODs about 6 months to get to the point where
there is something that can be made publicly available, it probably wouldn't
make sense to start on a HL1 MOD right now if you planned to migrate to HL2
sometime later this year or early next year.

You can begin fully detailing your gameplay, animations, weapons, level
design, sounds, textures, etc. without having access to the HL2 engine or
HL2 SDK.  This process should take you a least a month or so to complete
anyway.

Once Half-Life2 comes out (in 3 months?), you can begin building HL2 levels,
models, and creating HL2 specific code.
